Amanda Waller is the best character to ever come out of a comic book. All arguments that say otherwise are instantly rejected. She is just a regular human with no super powers of her own but who has an indomitable will and a serious mean streak. She also believes that the ends justify the means and all of her actions are always in the best interests of the good old USA.
Amanda is also the embodiment of the America Dream. She came from abject poverty as a teenage single mother from the Cabrini Green projects in Chicago and through sheer force of will and shrewd intelligence she rose up through the halls of Washington DC bureaucracy to become the head of her own black-ops task force.
Waller (commonly referred to as The Wall) is also not intimidated by costumed folk either. There are many instances (in comics and TV) of her standing up to and at times even backing down none other than Batman himself. She is a tough cookie and anyone who gets on her bad side is destined for a world of hurt.
