A lower level United States Cabinet member is suddenly appointed president after a catastrophic attack kills everyone above him in the line of succession.

So Kiefer Sutherland is basically BATTLESTAR GALACTICA’s President Roslyn (she was also a low level Cabinet member who was thrust into the presidency by default after everyone in line before her was killed) only DESIGNATED SURVIVOR doesn’t have killer robots, space ships or Edward James Olmos.
Instead we get Kiefer Sutherland as a nebbishy bureaucrat being pushed around by people that Jack Bauer would have waterboarded if they looked at him sideways.
